CLLD in Czech Republic

In the 2014-2020 programming period, according to Regulation (EU) No 1303/2013 of the European Parliament and of the Council, the LEADER program is referred to as Community-Led Local Development (CLLD), supported by the EAFRD*, but may also benefit from other funds – ERDF*, ESF* or EMFF*. This is the difference in comparison with the previous programming period, when the LEADER subsidies were drawn exclusively from the EAFRD*. CLLD is implemented through the Common Agricultural Policy and is set up in the Rural Development Program, the Integrated Regional Operational Program, the Operational Program Employment and the Operational Program Environment (LEADER Method, 2015).

The main objective of using CLLD is according to the Partnership Agreement (2016): “Strengthening the territorial cohesion of rural areas and ensuring long-term sustainable development of the territory by addressing relations between municipalities with peripheral and stabilized typology and rural development centers”. The CLLD is led by the LAGs and is implemented on the basis of integrated and multisectoral local development strategies, taking into account local needs and potential. Development is intended for rural territories, namely LAG territories formed by administrative territorial municipalities with less than 25 000 inhabitants, when the maximum size of the LAG will not exceed the limit of 100 000 inhabitants and will not be less than 10 000 inhabitants (Methodological opinion of MRD, 2015).

Support is coordinated by the ESI Funds and if it is established that a Community-led local development strategy (SCLLD) requires support from more than one Fund, the SCLLD Selection Committee may designate a main cost support fund (European Parliament Regulation 1303/2013).

Local Action Plan (LAP) for Education

The LAP, implemented in the period 2016-2022, is primarily focused on the development of quality of inclusive education of children and pupils. It covers the areas of early care, pre-school and primary education, leisure and non-formal education.
The main benefit is to build and develop communication between all actors who influence education in the area.

Realized activities in practice:

  • academy for parents,
  • academy for headmasters and founders of municipalities,
  • thematic workshops for teachers,
  • inspirational trips to schools, universities and research centers,
  • sharing experience among pedagogues,
  • support for children/pupils - Crafts into schools, Inclusion.
